They can say anything, and it is based on the reputation of the company if you want to believe it or not.

Approved Claims vs. No Approved Claims
Again, this is the crux of this article; medicine needs to be evaluated by the FDA before it can say that it relieves pain for instance. By comparison, a food supplement can make any claim it wants, but it has not been evaluated by the government regulators who are trained to substantiate or falsify these claims.
That being said, food supplements try to be honest and will usually test their product before they make the claims they are making. After all, the claims don't add up when they are not likely to find themselves with customers.
